“Project Kaluguran” Empowers Female PDLs Through Holistic Initiatives

Taking place on April 11, 21, & 28, 2025โ€”Pangkat Kaluguran is deeply excited to announce its three-part program designed to equip the female persons deprived of liberty (PDLs) in the Angeles District Jail with the skills, confidence, and community they need to rebuild their lives upon release. This is achieved through a holistic combination of livelihood training, personal development seminars, and recreational activities. This approach works towards community building, resilience, and independence of women facing these challenges.

On April 11, Project Kaluguran kicked off with a livelihood program that offered the female PDLs with hands-on-training in manicure and pedicure vocational skills to improve their employability and financial independence.

Meanwhile, on April 21, the spotlight turns to personal development and moral empowerment, led by keynote speaker Mx. Irish Nicole Ticsay, an expert in mental wellness and career development, conducting vital discussions focused on mental well-being, self-worth, and overall growth. Finally, on April 28, the project concludes with recreational activitiesโ€”all designed to build a strong sense of community through creativity and connectionโ€”featuring art, music, and open forums that encourage self-expression, emotional healing, and camaraderie.

The initiative has already gained support from correctional facilities, businesses, non-profits, and mental health professionals, whose collaboration makes it possible to bring real, lasting change to the lives of these women.

However, our commitment to empowering female PDLs begins even before their life after incarceration. Due to overcrowding, many lack access to basic necessities like hygiene kits, which are vital for their health, well-being, and dignity. To address this urgent need, Pangkat Kaluguran is also launching a fundraising campaign to provide these essential supplies, making sure that the women we support receive the care and respect they should be offered.

Pangkat Kaluguran is a student-led organization composed of currently third-year BA Applied Psychology students of the University of the Philippines Diliman Extension Program in Pampanga. In fulfillment of course requirements in Civic Welfare Training Service (CWTS), a component of the National Service Training Program (NSTP), this initiative is anchored in the organizationโ€™s core belief that women of all sociopolitical statuses are worthy of a quality life.

More than just a program, Project Kaluguran is a movementโ€”one that recognizes the potential in every woman, no matter where she comes from. By providing a safe space for learning, healing, and connection, we are helping each female PDLs take a step towards a future they can be proud of.
